It defines the target supplier landscape (number of suppliers, regional footprint, share allocation), the contracting model (long-term agreements, framework contracts, indexed pricing), the relationship intensity for each supplier (transactional, preferred, strategic partnership), and the specific initiatives planned year by year.

Critically, it links these choices back to measurable business objectives — cost, quality, lead time, innovation, sustainability, and risk — rather than treating unit cost reduction as the only goal.


Cross-Functional Ownership and Execution

Effective category strategies are built and owned by category managers but are explicitly cross-functional. Their execution relies on collaboration across several key areas:

  • Engineering and Operations: Contribute to specification and technical capability decisions.
  • Finance: Establishes the baseline data and validates the savings methodology.
  • Business Units: Provide internal demand forecasts and service-level requirements.

Reviewed annually and refreshed every few years, the category sourcing strategy is what elevates procurement from a transactional buyer to a strategic shaper of how the organization sources, spends, and works with suppliers.
