Definition and Scope

China product development is the process of working with suppliers in China to turn a product concept, specification, or existing design into a manufacturable product. It can involve developing a new product from an initial brief, modifying an existing product, or adapting a standard supplier product to meet specific commercial requirements.

The process sits between product sourcing and manufacturing. Finding a supplier does not automatically mean the supplier can successfully develop a product to the buyer's requirements. Development requires communication of specifications, material selection, sampling, testing, revisions, and eventually approval for production.

The depth of development varies widely. A simple modification to an existing product may require only one or two sample rounds, while a new product involving tooling, engineering, or technical testing may require a much longer development cycle.

The development process usually begins with a clear product brief. The more precisely the buyer defines the intended product, the easier it is for suppliers to estimate feasibility, cost, and development requirements.

Not every product requires every stage. The process should be proportionate to the complexity and risk of the product.


Working with Chinese Suppliers on Development

Product development works best when the supplier receives clear technical information rather than a general description of the desired product. Depending on the category, this can include drawings, dimensions, material requirements, reference products, photos, packaging specifications, performance requirements, or a prototype.

The supplier's response during development is itself useful evidence. A capable supplier should be able to identify technical constraints, suggest feasible alternatives, and explain the consequences of material or design changes.

Buyers should also distinguish between a supplier's ability to produce an existing product and its ability to develop a new one. Production experience does not automatically mean strong engineering or development capability.


Samples, Testing, and Revision

Sampling is central to product development because it converts written requirements into a physical product that can be evaluated. Buyers should treat the approved sample as one element of a controlled specification rather than relying on informal conversations or product images.

Multiple sample rounds may be necessary. Changes to materials, dimensions, construction, functionality, or packaging can affect both cost and manufacturability, so each revision should be documented.

Where applicable, testing should be built into the development process rather than left until after mass production. Product requirements and applicable regulatory expectations may differ by destination market and product category.


Cost, Tooling, and Minimum Orders

Development costs can include engineering work, prototypes, molds, tooling, testing, packaging development, and other one-time expenses. Buyers should establish which costs are refundable, included in the unit price, or payable separately before development begins.

Tooling ownership also deserves explicit attention. A buyer funding custom tooling should understand who owns it, where it is stored, and under what conditions it can be transferred or reused.

Minimum order quantities can change during development because a supplier may accept a small sample run but require a larger production quantity for commercial manufacturing.


Protecting Product Information

Product development often involves sharing drawings, specifications, prototypes, manufacturing methods, or other commercially valuable information. Buyers should consider what information needs confidentiality protection before sharing it widely.

WIPO notes that trade secrets can include confidential technical and commercial information and that reasonable steps to keep such information secret are relevant to trade-secret protection.[1] Depending on the product, buyers may therefore use confidentiality agreements and other contractual protections before sharing sensitive development information.

Intellectual property ownership should also be addressed separately where the project involves new designs, patents, trademarks, software, or other protectable rights.


From Development to Production

The transition from development to production should be treated as a formal handoff. The buyer should have a final specification, approved sample, agreed materials, packaging requirements, tooling arrangements, and commercial terms before authorizing mass production.

Changes after approval should be controlled because even a seemingly minor substitution can affect the finished product. Production quality controls and inspection then verify whether the manufactured goods remain consistent with the approved development result.


Frequently Asked Questions

Can Chinese suppliers develop a product from an idea?

Some can, but capability varies considerably. A buyer should assess whether the supplier has relevant engineering, sampling, tooling, and development experience rather than assuming that every manufacturer can develop a new product.

How many sample rounds are normally required?

There is no fixed number. Simple products may be approved quickly, while complex products can require several rounds of revision. The important point is that each revision should be documented and evaluated against the final requirements.

Who owns custom tooling?

Ownership depends on the agreement between the buyer and supplier. If the buyer pays for custom tooling, the contract should clearly state ownership, storage, access, maintenance, and transfer arrangements.

Should I sign an NDA before sharing product designs?

For commercially sensitive information, a confidentiality agreement can be an appropriate precaution. WIPO identifies confidentiality agreements as one type of reasonable step that may be used to protect trade-secret information.[1]

Is product development more expensive than buying an existing product?
